Works Department
The Department of Public Works maintains all City
buildings, parks, properties, vehicles, roadways,
right of ways, and City owned utilities and infrastructures.
The city-owned utilities and infrastructures include
storm water, sanitary sewers, and the water distribution
systems.
Troy Public Works is a fifteen member department
that strives to address all citizen concerns and questions.
We are devoted to providing a wide range of municipal
services in a professional and organized manner. We
work closely with the other city departments, as well
as the Lincoln County Highway Department and the Missouri
Department of Transportation, to provide a safe, trouble-free
environment for the community to live within.
The City of Troy is a member of the Missouri One
Call System and will locate underground city utilities
upon request. To schedule utility marking, please
contact Missouri One Call at 1-800-344-7483 at least
forty-eight hours prior to your dig date. The City
participates for the safety of our utilities and our
citizens. So we urge you to be safe and use the no
cost service.

SEWER
In 2004 the City of Troy contracted with Alliance
Water Resources to run the daily operations of both
treatment plants and all of the lift stations. Alliance
Water Resources has certified, experienced operators
that understand the inner working of the wastewater
industry.
The City of Troy’s wastewater system serves
a population of approximately 10,500. The city currently
has two treatment plants. One is an aeration plant
and the other in a newly built Membrane Bio-Reactor
plant. This high-tech facility features extensive
screening and membrane filtration to produce an effluent
of exceptional quality.
WATER
The City of Troy tries to supply the highest quality
water and meet the city’s needs in the most
cost effective way for its customers. We strive to
meet and exceed all state and federal standards.
The city’s water comes from six deep wells
averaging a depth of 1400 feet. Two of the six wells
are monitoring wells. Over the years the City of Troy
has drilled a total of twelve wells, some which have
been abandoned and sealed. The water system’s
main producing wells are #9, #11 and #10. Wells #12,
#6 and #8 are mainly used during peak demands and
emergencies. We have three elevated storage tanks
with a capacity of two millions gallons. The water
pressure usually ranges from 45 to 90 psi.
Every few years the city will also work with the
fire department to measure fire flows on the city’s
fire hydrants to gather information that helps maintain
our current ISO low rating. This low rating is important
in keeping your homeowners insurance rates low.
